Who issues the permits
The City of Temecula's Building and Safety department permits homes inside the city; De Luz, Rainbow-adjacent hills and the wine-country parcels east of town are permitted by Riverside County.
What the lots are like
City lots typically mean an ADU behind an existing house. The De Luz and wine-country side is acreage, where a CrossMod home or a spacious Encore or Vogue II double-wide with a porch fits the setting.
Good to know
Well and septic are common on the acreage side, which affects utilities and set-up cost. Tell us which side of town you are on and we will scope the estimate accordingly.

Jurisdiction: City of Temecula resource for parcels within its permitting jurisdiction. A Temecula mailing address does not establish city jurisdiction; confirm the parcel with the City.
