Who issues the permits
Incorporated cities such as Yucaipa, Redlands, Hesperia, Victorville and Apple Valley permit through their own building departments; everything unincorporated goes through San Bernardino County Land Use Services.
What the lots are like
The High Desert (Hesperia, Apple Valley, Phelan, Lucerne Valley) is the county's manufactured-home heartland: large flat lots, room for a triple-wide or a CrossMod with a garage, and delivery over the Cajon Pass from Perris or Riverside.
