Who issues the permits
The City of Riverside's Building and Safety division permits installations inside the city; Woodcrest, Jurupa Valley (its own city since 2011) and the unincorporated pockets are handled separately.
What the lots are like
Riverside's older neighborhoods with deep lots are strong ADU territory, and the city has an established process for accessory dwelling units. The Fleetwood Homes plant sits on Jurupa Avenue, so Canyon Lake, Coronado and Vogue II homes are built minutes from where they will be set.
