Who issues the permits
The City of Lake Elsinore's Building division permits homes inside the city; Lakeland Village, Wildomar's outskirts and hillside parcels outside the limits go through Riverside County.
What the lots are like
Lake-area and hillside lots often need grading and retaining considerations, so foundation type and access matter more here than in the flat cities. There are also several established manufactured-home communities around the lake.

Send us the address before you buy a hillside lot. Access for the delivery truck and the crane set is the first thing we check.
